Finance Officer-Partnership
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
Overall purpose of the role:
Background
To provide technical support in documents review, making sure that Financial Policies and SOP are followed. Additionally, providing support the field offices in all matters related to finance. Finance Officer will be the focal point the local partners for their financials, budgets, and capacity building.
DUTIES & RESPONSIBILITIES

Finance and Accounting:
- Support on banking and petty cash payments on need basis.
- Review payment documents for accuracy, compliance with DRC/donor policies and completeness.
- Maintain cash books and ensure that all cashbooks are uploaded into sharepoint.
- Ensure all documents are scanned and uploaded in Dynamics.
- Prepare cash counts, cash reconciliation, and bank reconciliation.
- Maintain an archiving system for transaction vouchers for all transactions booked on Dynamics, with proper referencing and ensure they are attached on system journals and TDL.
- Support in donor and financial audits by retrieving requested vouchers and liaison with related parties for missing files.
- Review costs booked in budgets for accuracy.
- Ensure costs are rebooked as per budget holder’s requests.
- Support in preparing financial reports requested by management.
Local Partners:
- Participate in partner selection process, including due diligence and risk assessment.
- Participate in kick-off workshops and capacity-building events as requested by the partner teams, liaising with human resource, logistics, and programmes departments.
- Maintain budget oversight and reviewing of partner financials against the project’s milestones achieved;
- Conduct monitoring and follow-up visits to partners liaising between partnership programme staff and partners’ focal points
- Responsible of reviewing partners financial reports and the submitted supporting documents for transactions, and following up on the documentation when not adequately provided and uploading the partner expenses to the DRC ERP dynamics system.
- Responsible for archiving and documentation of finance data including uploading it on DRC’s management information system
- Assist in resolving any administrative matters arising and inquiries from partners in relation to finance.
- Maintain and update contact lists for partners and trainees
- Prepare training materials and facilitate the training sessions for related partners capacity enhancement
- Perform Monthly partner account reconciliation and settle the accounts.
- Keep and updated partner tracker.
Compliance & Reporting
- Support in audits
- In consultations with the Finance Manager and Head of Support Service, make regular technical support field visits to partners and DRC field office on compliance.
- Any other duties as agreed with the Finance Manager and Head of Support Service.
SKILLS AND EXPERIENCES
Experience and technical competencies:
- Strong analytical and conceptual skills.
- Advanced skills in Excel and accounting systems.
- Good background in accounting and financial skills.
- Stable and robust character.
Proven Management and supervision skills, team player and proven commitment to accountability practices.
EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)
- University Bachelor’s Degree in Economics, Business, Finance or Accounting.
At least 5 years work experience in finance or accounting 2 of them in NGO and should be local partner-related experience.
LANGUAGES

- Fluency in Arabic
- Advanced level in English.
