Duty Station : Sittwe
Report to : Human Resources and Administration Team Leader
Overall purpose of the role:
To provide Human Resources with administrative assistance and support in compliance with DRC's and local guidelines and procedures.
Responsibilities:
General Human Resources tasks
- Advise and assist HR and Admin Team leader and employees in Human Resources related issues and concerns
- Review Human Resources processes and suggest improvements
Recruitment
- Collect CV for different positions and share longlist with hiring managers.
- Arrange test and interview processes by informing the candidates and interviewers, for both internal and external interviews and filing all the recruitment-related documents.
- Make Sure the quality of data in Talent Recruiter system for all open positions.
Compensation & benefits
- Manage, update and report monthly staff information High light for the staff payrolls in close collaboration with the other departments and ensure onward submission to country HR department. Ensure staff bank account information submission to Finance department for monthly salary transfer.
- Ensure that all relevant deductions are affected on a monthly basis.
- Prepare and submit required reports on a monthly basis for auditing purposes.
- Ensure that records of all Human Resources related information is kept and sent on timely basis to relevant parties (Country HR, Finance department)
- Draft new and renew contract and other personnel-related issues with special attention to compensation and benefit.
- Manage and follow up on request housing and travelling allowance (HAT) for staff.
- Prepare, advice and oversee staff leave and absence tracking tools.
Development, people planning, recruitment and well-being
- Ensure that the performance appraisal process is conducted, and that there are learning and development opportunities available to the employee
- Assist in inducting training in Code of Conduct, Confidentiality, Conflict of Interest, etc. as needed.
- Prepare and update briefing /induction package for new staff /coordinate the induction process.
- Ensure staff recruitment and contracting process in line with DRC procedure and local labor law. Update recruitment tracker.
- Ensure the quality of data in HR Talent Recruiter and support proper guidance to apply of HR
- Assist people in planning activities. (Eg-ensure job description are in place in all roles)
- Assist or drive people well-being initiatives
- Support staff development activities including promoting the DRC learning catalogue.
- Ensure follow-up on staff exist procedure are made for all staff in coordination with supply chain and finance department.
Dynamics HR Function
- Support managers and staff in using HR management systems and tools, e.g., Dynamics, HR Talent Recruiter, and Learning Portal
- Ensure that employee data is correct and updated in the system.
- Check and oversee the correct leave balance for staff in Dynamics.
- Assist in ensuring log-in to Dynamic and email access for new onboarding staff.
- Support staff in raising tickets for dynamic errors if needed.
Administration
- Take administrative tasks in absence of Admin Officer
Reporting
- Complete and submitted HR related monthly operation to HR and Administration Team Leader.
- Complete and submit monthly update of staff’s highlight to HR and Administration Team Leader.
- Complete and submit monthly update of staff’s bank account to YGN Finance.
Supervisor Responsibilities
- Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
- Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team
- Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.
*Any other duty requested by HR and Admin Team Leader and Support Service Manager
Required experience and technical competencies
- Minimum 2 years of relevant experience in Human Resources management, administration, change management, and/or organizational development
- Technical skills in managing compensation and benefits.
- (I)NGO experience is preferred
- Excellent skill in MS Word, Excel and PowerPoint
- Experience using an online system for recruitment
- Able to work independently, asking for help when deeded.
- Good interpersonal skills and communication skill.
- Familiarity with Myanmar labor law.
- Able to travel occasionally to DRC office located area.

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H- non management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
