DRC is seeking an Economic Recovery Assistant – Site Supervisor (Engineer) whose work reflects DRC’s core values of humanity, respect, independence, neutrality, and participation. The Site Supervisor will support the planning, day-to-day supervision, and monitoring of DRC livelihoods and Cash-for-Work (CfW) interventions, with a particular focus on construction works, soil and water conservation, and nature-based solutions. Typical activities include the construction of gabion structures, afforestation, and other related environmental rehabilitation measures.
The position is responsible for organizing and managing CfW sites and ensuring operational readiness and compliance, including: verifying worker attendance, ensuring availability and proper use of tools and materials, maintaining adequate drinking water at work sites, and enforcing safety and security measures for all CfW participants. The role also ensures that required site documentation is completed accurately and on time to support attendance reporting and payment processing. In addition, the Site Supervisor will oversee the quality of implementation in line with national and international engineering standards, DRC and GIZ CfW Standard Operating Procedures (SOPs), environmental and social safeguards, and occupational health and safety protocols. The role will contribute to effective coordination with contractors, local authorities, and community stakeholders to ensure smooth implementation, community acceptance, and adherence to technical and program requirements.
About job:
The individual will report directly to the Project Manager. Your main duties and responsibilities will be:
- Technical Oversight
- Assist in review and validate engineering designs, Bills of Quantities (BoQs), and shop drawings in close coordination with the Economic Recovery Officer, ensuring technical accuracy, constructability, and alignment with project scope and budgets.
- Provide day-to-day on-site technical support to Cash-for-Work (CfW) participants and contractors, including interpretation of drawings, measurement guidance, and troubleshooting of implementation issues.
- Lead site supervision and information management, including preparation of workers’ attendance sheets, timely data entry into the DRC database, and updates to the GIZ CfW system.
- Support the issuance and activation of e-wallets for beneficiaries and promptly mitigate, document, and report any issues related to e-wallet functionality and worker payments.
- Ensure that all required CfW documentation (attendance, work outputs, delivery notes, incident logs, etc.) is collected, verified, scanned, and uploaded to the GIZ and DRC databases accurately and within agreed deadlines.
- Promote accountability and beneficiary awareness by ensuring participants receive clear information on legal, protection, payment, safety, and work-cycle procedures, and by following up with reminders so workers understand their rights and responsibilities.
- Deliver and/or support site-based briefings and awareness sessions for CfW beneficiaries, including protection, safety/OSH, financial literacy (payments and e-wallet use), and legal awareness as required.
- Ensure compliance with DRC and GIZ standards, applicable national regulations, donor requirements, and engineering best practices, including environmental and social safeguards and risk mitigation measures.
- Support the Economic Recovery Officer in overseeing field construction activities, providing coaching, mentoring, and technical direction to skilled and unskilled workers, and ensuring works meet technical specifications, quality requirements, and occupational safety and health (OSH) protocols.
- Assist in receive and verify delivery of materials, tools, and equipment at site, conduct basic inspections and quality checks, and confirm that delivered items match approved specifications, quantities, and purchase documentation.
- Support the recruitment and onboarding of CfW workers, including announcements, shortlisting, interviews, and selection processes, in coordination with the Project Manager and Economic Recovery Officer and in line with fair and transparent procedures.
- Carry out any other project-related duties assigned by the Project Manager, consistent with the role and operational needs.
- Field Supervision & Monitoring
- Maintain full-time presence at the site during implementation to supervise construction and CfW-related activities.
- Assists with the support scheduling and coordination of field activities across sites.
- Track progress, document field activities, and resolve technical issues in coordination with the Project Manager and stakeholders.
- Planning & Reporting:
- Consolidate and verify field reports, including attendance, progress documentation, photos, and material consumption logs.
- Provide inputs to the monthly and donor reports on technical and CfW activities.
- Safety & Compliance:
- Enforce site safety protocols, PPE use, and adherence to OSH standards.
- Ensure environmental safeguarding and climate-sensitive approaches in all activities.
- Promote adherence to DRC’s Code of Conduct, PSEAH policy, and accountability principles.
- Capacity Building & Stakeholder Engagement:
- Provide coaching and technical guidance to CfW workers.
- Promote transparent communication and support conflict-sensitive approaches in field operations.
- Provide all types of the CFW sessions and inductions, including but not limited to: onboarding, employability skills, safety and security, and site implementation-related technical works.
- Documentation and Achieving:
- Maintaining all the project recorders and documents archived on the DRC system including the CFW workers related documents and project progress, procurement, material consumption, warehouse inventory….etc.
About you
To be successful in this role we expect that you possess the following:
- Bachelor’s or diploma degree in Civil Engineering is (preferred), Water and Environment engineering, Surveying Engineering, Road and Bridges Engineering, Water and Wastewater Engineering, Wet utilities Engineering, or relevant fields
- Registration with the Jordan Engineers Association or equivalent is an asset.
- Minimum 3 years of professional experience as a Civil Engineering is (preferred), Water and Environments Engineering, Surveying Engineering, Road and Bridges Engineering, Water and Wastewater Engineering, Wet utilities Engineering, or relevant fields.
- Minimum 2 years of experience in Data management, CFW related works, or intensive labor supervision.
- Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. ( is preferred)
- Strong Experience in dealing with MEAL and data management activities (Creating scoring system, selection criteria), GIZ CFW system (Attendance, dropout, Screening process), National CFW –SoP, Jordanian Labor Lows, and Social security regulations.
- Experience in Supervision the construction of gabion structures (check dams and retaining walls) and relevant aspects.
- Demonstrated experience supervising contractors and CfW workers in INGO or Donor-funded projects.
- Computer skills (Excel, Microsoft, PowerPoint and Outlook).
- Data Analysis skills (Excel or Power-BI or SPSS).
- Familiarity with national engineering standards, OSH regulations, and environmental safeguards.
- Proven experience in conducting technical and employability training sessions.
- Excellent organizational, communication, and problem-solving abilities.
- Willingness to travel frequently to remote field sites.
- The candidate is preferably a resident of the south of Jordan (Tafileh or Karak city).
- Valid driving license.
- Arabic and English (fluent)
