Who are we?
The Danish Refugee Council (DRC) is a Leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations based on humanitarian principles. Our response in the occupied Palestinian territory is centered on empowering conflict affected communities to meet their basic needs and promoting safety and dignity by addressing protection risks. Operating from two offices in Deir al Balah and Gaza City, and with a coordination office in Ramallah and a representative office in East Jerusalem, the DRC maintains an active presence with over 30 national and international staff and four civil society partners. DRC now aims to grow our operation as part of the Middle East Hub, which also comprises Türkiye, Yemen, Syria, Iraq, Lebanon and Jordan.
About the job
The person will be responsible for providing strategic financial management to the country mission and overseeing all finance‑related tasks. The incumbent will also ensure compliance with DRC and donor requirements across the country program. Additionally, the role carries responsibility for managing the day‑to‑day operations of the finance department by offering guidance, support, and coaching to teams at both the country office and area office levels.

Responsibilities
People Management
- Lead and manage the finance team (including people planning, performance, well-being and development)
- Support the development and implementation of financial management capacity building of staff
Financial Management
- In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
- Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
- Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns
- Monthly financial briefings to relevant Manager
- Ensure thorough and effective budgetary control in the country programs
- Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action
- Maintain a continuous overview of funding levels and provide support to the Senior Management Team (SMT) to make informed decision
- Provide oversight on ensuring all required documentation and information for financial audits in cooperation with Coordination staff and HQ and other relevant stakeholders
- Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required
- Take a lead and ensure preparation for local audits and statutory audits as appropriate
- Contribute to the development of proposals with regards to budgeting in cooperation with Managers
Treasury Management
- Ensure compilation of timely cash forecasts from all Programme Managers and requesting funds for HQ and Donors as appr in a timely manner
- Explore alternative financial service providers and banking service to ensure uninterrupted transfer of funds for DRC’s operation.
- Support the senior Management in ensuring adequate liquidity is maintained at the country program
Partnership Financial Management
- In close collaboration with the Partnership team to ensure effective systems establishment for Partnership Assessment and follow-up on agreed action plans
- To establish effective Partnership Financial monitoring plan and support in financial monitoring of partners
- Support in Financial Capacity development initiatives for Partners
Experience and technical competencies:
Required
- At least 5 years' international experience in a senior financial management position
- At least 3 years' experience with people management
- Proven experience in managing large budgets
- Proven leadership skills and a competence in people management
- Competence in providing technical guidance and training
- Proven experience in working with national partners, local/government authorities
- Working experience with relevant donors (e.g. ECHO, UNHCR, OCHA, CDCS, and guidelines)
- Advanced proficiency in Excel as well as experience working in a financial IT system
- Full professional proficiency in English
Desirable
- Female candidates are strongly encouraged to apply;
- Proficiency in Arabic is a distinct advantage;
- Experience working as a field-level project manager is highly desirable;
- Working in multiple regulatory and compliance environment;
- Previous experience in Partnership Financial management and Capacity building;
Education:
Master's degree in Finance/Accounting or Business Administration
Languages:
- Excellent verbal and written proficiency in English;
- Proficiency in Arabic is a distinct advantage.
