Consultancy on Early recovery and resilience technical support

DRC’s regional office based in Kenya seeks proposals from a consultant to provide support in the form of high-quality technical early recovery and resilience building capacity, with specific focus on the Horn of Africa. The work is expected to focus on building a programmatic approach that includes actions focused on early recovery and solutions, and activities that contribute to the adaptive, absorptive and transformative resilience capacities of actors, communities and systems. This will focus on both adapting and transitioning the current portfolio and taking on new, relevant work within the broader approach.
The consultancy must take as its point of departure the assumption that further drought-flood-recovery cycles in the same communities are already anticipated in the coming 5-10 years, and ensure the approach contributes to forward planning and long-term resilience mechanisms, as well as immediate and medium-term practical activities. The work must also understand the wider international aid system within which the on-going drought response actions are taking place, supporting DRC to contribute meaningfully to the wider discourse on drought-flood-recovery-resilience cycles and how the systems could/should change to meet this challenge.
